Zef Pepa was born in the city of Tirana on July 5, 1961. Since childhood he had a special desire to draw and paint. At the age of 8-9 he attended a drawing course at the Palace of Pioneers with Prof. Lutfi Çapunja, where he received his first theoretical knowledge on drawing and painting. At the age of 10-14, he taught and painted at the studio of "Merited Artist" painter Zef Shoshi and "Merited Painter" Fatmir Haxhiu.
At the age of 18 he graduated from the Art High School in the field of painting. Due to the dictatorial regime of the time he ended up without dismissal. He was also denied the right to continue at the Higher Institute of Arts (Academy of Fine Arts) even though he came out with high results.
After graduating from high school, he worked in the field of art, in the design and engraving of alabaster, in the Artistic Enterprise "Migjeni".
As a painter he works with the technique of oil paints in the artistic currents of "Impressionism" and "Post-Impressionism".
He has also participated in several collective exhibitions and organized individual exhibitions. He currently works privately at the Zef Pepa Atelier in Tirana.
