Avni (Xh) Behluli was born on 17.10.1960 in Breznica, Bujanovac Municipality. In 1986 he graduated from the Academy of Arts in Prishtina, in Sculpture in the class of Prof. Agim Qavderbasha.
In 1987 he became a member of the Kosovo Association of Fine Artists and a year later he received his master's degree in the same professor's class.
In 1998, together with N. Berisha, they founded the non-public High School (Vocational School of Fine Arts).
In 2007 he was elected president of the Association of Fine Artists of Gjilan.
He is one of the founders of the public High School of Visual Arts "Adem Kastrati" in Gjilan, and in 2011 he was appointed coordinator of this school where a year later, he was elected first Director by competition.
His works are now found in museums, various galleries: Pristina, Tirana, Split, Switzerland, Germany, Austria, Canada, Italy, Macedonia, Egypt, Slovakia, Sudan, Korea, etc ..
He is now a teacher at the "Adem Kastrat" ​​school in Gjilan, lives and works in Gjilan.
This outstanding artist has a very successful artistic career where below we mention some of the awards which he won, monographs, documentaries and exhibitions (individual and joint) realized:
- The Directorate for Culture, Youth and Sports honors him with gratitude as the creator of the year during the years (2019, 2018, 2016, 2015, 2009, 2003, 2001, 1998, 1996).
-2018 was awarded the Flame Peneline Award on the 500th anniversary of Gjergj Kastrioti Skëndërbeu and has won this award during these years (2009 2003, 2001, 1998, 1996, 1995).
-2017 - The Association of Albanian Writers, Poets and Artists "Pegasus" gives it the title "Squirrel of the Year".
